SAM JOHNSON
Despite having a bright, articulate challenger in Brian Rubarts, incumbent Sam Johnson can do more for the district because of seniority. Also, it makes sense to turn out an incumbent only if the challenger's positions are significantly better. In many ways, Mr. Rubarts is simply a younger version of Mr. Johnson. On the plus side for Mr. Johnson, he helped pass a Medicare reform bill last year and supported a compromise tax plan that is saving taxpayers $350 billion.
